RATIONALE


With the dawn of the new millennium, the state of Palawan, the "last frontier" of the Philippines, becomes increasingly critical. Palawan has always attracted public and private interests because of its abundant natural resources and unexplored land that offers varied opportunities for economic growth. However, issues of poverty, inequity, and environmental degradation prevail and become more complex in the face of competing interests for land and resources.

___Thus Palawan leaders are challenged to direct the province towards "sustainable development", where raising the quality of life of the Palaweño is pursued without placing natural resources at risk. Many sectors, agencies and organizations have supported goals of "sustainable development", but each has a different approach and perspective making genuine and lasting progress still an illusive dream to many residents.


SUPPORTING PALAWAN DEVELOPMENT WORKERS

The task of Palawan's development workers seems enormous. Worthwhile causes are many, yet support for addressing these causes is few and far between. As former development workers in Palwan, the previous Palawan-based Jesuit Volunteers of the Philippines (JVP) would like to contribute to the sustainable development effort in the province by supporting the education and formation of promising local development practitioners.

___Though many of us have moved on to diferent careers and continents, the development and protection of Palawan's people and resources are still very much our concern and priority.

___Given the lack and uncertainty of long-term economic gains from development work, this field is not an easy choice for young people. With proper education, formation, guidance, and sufficient resources, the opportunities for them to develop an expertise in the field are limited. Thus, our objective is to provide young people with an opportunity to pursue a development-oriented career through a scholarship and internship program.

To promote and contribute to sustainable,
people-centered development initiatives in Palawan.

To establish an education and formation program
for promising Palawan development practitioners
that supports individual skills and knowledge enhancement.
